What is S&CC and how do I pay it?
A monthly charge HDB households pay to their Town Council, due on the 1st of each month.
Service & Conservancy Charges (S&CC) are what HDB households pay their Town Council every month to keep the estate clean, safe and running. The amount depends on flat type and is set by each Town Council.
S&CC is due on the 1st of each month without a reminder, and some Town Councils (such as Nee Soon) do not send bills. Common ways to pay include interbank GIRO, PayNow, internet banking, AXS machines, or cash, NETS or credit card at a Town Council office; check with your own Town Council. Late payment incurs a penalty.
Budget 2026 also announced S&CC rebates for eligible Singaporean households.
