Does Higher Chinese help with SAP school posting?

Special Assistance Plan (SAP) schools aim to give a bilingual and bicultural education in an environment steeped in Chinese culture and language. Students who took both English and Chinese language subjects at the PSLE may choose them. Taking HCL in primary school is not required. Students posted to an SAP school must take Higher Chinese or Chinese Language.

Students with a Distinction, Merit or Pass in HCL and a PSLE score of 14 or better get a posting advantage when applying to SAP schools.

The advantage only matters between students with the same PSLE score applying to the same SAP school: those with better HCL grades, in the order D, M, P, get places ahead of the others. It applies before the tie-breakers of citizenship, choice order and balloting. A student with a better PSLE score is still considered first, with or without HCL.
